refactor(android): setKeyboard and setKeymanLanguage

This refactors the cross-boundary call to `setKeymanLanguage` to use
JSON wrapping for the content. This is (a) safer, and (b) less mucking
around anyway.

Relates to #5230 , #5219 .
[Draft]
Adds a silent parameter to the `downloadKMP` function and makes the
install silent for referred keyboards.
However, this is incomplete:
1. We need to be able to control silent levels:
* Completely silent
* Only welcome
* Full install
2. When silentInstall is true, currently welcome is still shown, but the
paging controls are not configured correctly and a blank screen is
shown after install.

fix(common): build script help param
...
When working on a new build script, I tripped over the `-?` question
mark help parameter here, as it needs to be escaped. Opted to fix all
the instances in our scripts, although AFAICT there would not have been
current bugs arising from this, as there were no conflicting one
character options lower in the case list.

To comply with upcoming Play Store requirement, this updates targetSDKVersion to 30.
* Also sets appropriate webView permissions to access local file (except for WebBrowserActivity, the in-app browser).

If the web page reloads after KMManager is initialised, it now resets
the keyboard and lexical model so they remain in sync.
