4697bfa8b0 chore(developer): refactor model compiler bundling into bash script 
This made the string processing needed much simpler than
when it was embedded within the Makefile, where horrible
escaping proved necessary.

634909aad3 fix(developer): work around devDependencies bug in npm 
Relates to https://github.com/npm/cli/issues/2921

This issue arises after moving from npm 6.x to 7.x or later. As the
build agents are still on 6.x, we have not yet seen this issue there.

As part of the release build for Keyman Developer, we bundle up some
files and do some work in a temp folder to prepare folders for release.
Even though we are only working with `dependencies` (e.g. using `npm
install --production`), packages under `devDependencies` are still
wrongly being checked by NPM. As we have two modules present in
`devDependencies` that are only available when in the repo path, we need
to remove them before attempting to continue. Yuck!

chore(linux): Revert workaround for Python bug 
A new version of python3-requests-cache is now available in
Debian and Ubuntu that fixes the bug, so we can revert the
workaround.

This reverts commit 87d2361dbe.

fix(linux): Add workaround for Python bug 
This works around a Python bug introduced in Python 3.10.2 and
3.9.10 (https://github.com/python-attrs/cattrs/issues/206).

This change should be reverted once that bug is fixed and new
Python packages are available in Debian/Ubuntu.

Fixes #6119.

9f9cfc995c
fix(linux): Fix attribute error 
Newer versions of requests-cache (>= 0.6) restructure some code so
that the _core_ namespace is no longer available. However, it turns
out that we don't need to specify that namespace at all, so this
change will work with both older and newer versions of
requests-cache.

This will fix #6085.

Lintian complained "missing-build-dependency-for-dh-addon" which
I'm not entirely sure is correct. However, there is an easy
workaround by removing an unnecessary parameter.

fix(linux): Add test targets to Makefile 
The test targets got added on the `master` branch and the TC
configuration adjusted so that PR builds run the tests. This change
adds these targets (but without running ibus-keyman tests) to the
stable branch, so that TC builds for PRs will work.
