Without this key, there are duplicate copr jobs being created on
podman-next copr for `podman-fedora` and `podman-centos`.
Picking just one of `podman-fedora` / `podman-centos` should trigger
builds for all targets specified on the podman-next copr.

Add a new GitHub Action that builds and uploads release artifacts. This action is triggered by publishing a release on GitHub. The action will only build if the specfic artifact is missing.
This action also triggers the Windows installer action, since the Windows installer action depends on an uploaded artifact.
Note that the action runs on ubuntu-22.04

AppleHV accepts a max 36 bytes for mount tags. Instead of using the fully qualified path for the mount tag, SHA256 the path, and truncate the shasum to 36 bytes.
Also correctly escape dashes in mounted paths.

Introduce a new GitHub action that will update Podman.io to the newest version of Podman. This action will run on a release being published to GitHub, or by clicking the run workflow button on GitHub. The action will check if the release version is higher than the current version on the website, and open a PR to update the version if a PR does not already exist. The commit will be signed off by the user who triggered the action, so whoever creates the release or presses the run workflow button. The PR will be opened by the podmanbot GitHub account.

Commit 668d517af9 moved a lot of type definitions and by that also
copied a bucnh of swagger:model comments, this caused swagger to create
a incorrect yaml that can no longer be parsed by redoc due
"Self-referencing circular pointer".
The yaml basically defined the type with a name and the pointed to the
same name definition again so it caused a infinitive recursion where
redoc just throws an error but the swagger style ignored the case so it
seemed like it worked but obviously the type information was not
working.

First of all this removes the need for a network connection, second
renovate can update the version as it is tracked in go.mod.
However the real important part is that the binary downloads are
broken[1]. For some reason the swagger created with them does not
include all the type information for the examples. However when building
from source the same thing works fine.

Not sure why this only triggers now but this code was broken for a
while. It is racy as reported on the issue but because it changes the
actual map part of the network backend it means it can also alter the
behavior of the network which is very bad.

Non-Linux systems, such as BSD kernels, constrain xatter updates
according to file permissions. This is in contrast to Linux selinux
attr writes, which are governed by an selinux policy. By dafault this
policy apllows users to relabel files owned by themselves even if file
perms would otherwise disallow write.
This results in robust container relabeling results on Linux, and
fragile results everywhere else. Therefore, change the mac policy to
force the nfs_t context on all files, and ignore all relabel
events.
As a side-effect, this will disallow any ability to store custom
selinux constants on files. However, this is of limited use in
a machine context, since files in these volumes are externally
managed on systems which do not support SELinux.

Packit now has recently added support to enable downstream PR updates to
CentOS Stream packages.
Ref:
https://packit.dev/docs/configuration/upstream/propose_downstream#syncing-the-release-to-centos-stream
CentOS Stream support is still in its early stages but this change
should be safe to add to upstream packit config.
Whenever there's a new Podman release, the rpm maintainer would need to
run `packit propose-downstream` using the packit CLI (not github
comment) to actually create the downstream update PR.

Always teardown the network, trying to reuse the netns has caused
a significant amount of bugs in this code here. It also never worked
for containers with user namespaces. So once and for all simplify this
by never reusing the netns. Originally this was done to have a faster
restart of containers but with netavark now we are much faster so it
shouldn't be that noticeable in practice. It also makes more sense to
reconfigure the netns as it is likely that the container exited due
some broken network state in which case reusing would just cause more
harm than good.
The main motivation for this change was the pasta change to use
--dns-forward by default. As the restarted contianer had no idea what
nameserver to use as pasta just kept running.

By default we just ignored any localhost reolvers, this is problematic
for anyone with more complicated dns setups, i.e. split dns with
systemd-reolved. To address this we now make use of the build in dns
proxy in pasta. As such we need to set the default nameserver ip now.
A second change is the option to exclude certain ips when generating the
host.containers.internal ip. With that we no longer set it to the same
ip as is used in the netns. The fix is not perfect as it could mean on a
system with a single ip we no longer add the entry, however given the
previous entry was incorrect anyway this seems like the better behavior.
