Does Keyman for macOS include a virtual on-screen keyboard?

Yes, Keyman includes an on-screen keyboard. Most Keyman keyboards include the information needed to display the on screen keyboard.

To display the on-screen keyboard for the currently selected Keyman keyboard, in the Input menu, point to Keyman, and then click On-Screen Keyboard.
