chore(web): skip guide-examples.tests.ts until race is fixed

The guide-examples.tests.ts have a race so that they occasionally fail (#16167). This change disables the tests until we have a fix in place.

3a4e72bc66 refactor(developer): rename validate-layout-file.ts 
Rename `ValidateLayoutFile()` to `CompileLayoutFile()` to better reflect
the transform steps it performs, add documentation, and address review
comments.

5f7c9793d6 feat(ios): pass current display language to keyboard download 
Note that this information is also passed in via the HTTP
`Accept-Language` header, but for now we are using the `lang` parameter
to match implementation on all platforms. (We should consider moving to
use `Accept-Language` in a future version for more transparent
implementation).
