4a378252b0 fix(windows): improve icon resource management and avoid double-destroy

Copy the handle of the icon from kmcomapi rather than assigning, so that
we do not end up calling DestroyIcon twice on the same handle (once by
FTrayIcon destruction, and once by kmcomapi).

5642b8c047 chore(common): disable strictNullChecks for TypeScript for now 
As we have a lot of code that does not have comprehensive null checking,
and TypeScript has moved to enable this by default in recent versions,
for now, disable at top-level to avoid being spammed with unhelpful null
errors in editors.

This fixes the bug underlying the repro described here: https://github.com/keymanapp/keyman/issues/15226#issuecomment-3842211229

I cannot yet confirm that it fixes the issue as a whole, however.
