While Android Studio Gradle plugin should automatically use a default version of build tools, we can specify it:

Attempting to resolve lint exceptions on the build agent.
As the build environment documentation is duplicated across each of the
Keyman platform projects, it has become somewhat convoluted and
inconsistent. This PR moves all the mac-based and shared documentation
into docs/build, with placeholders for Windows and Linux documentation
to be moved in the next PR.
The idea is that a developer can configure their box to build any of the
available projects for that platform (web and android build on all three
main dev platforms).
Keeping the build documentation in one place makes it much simpler to
keep it consistent and up-to-date as well, as well as keeping us aware
of potential dependency conflicts between projects.
The icing on the cake is the resources/devbox/macos/macos.sh script,
which I have tested and takes a bare metal mac box through to a full
Keyman development environment (except XCode, there's always something!)
Similar to the OEM FirstVoices Android app, this updates the KMAPro `build.sh` script to download the latest default language resources (keyboard and dictionary) as part of the build process.

Add QR Codes to the keyman.com keyboard page.
If the main app doesn't include the QRGen libraries, the QR Code isn't generated/displayed.
Also update the list of dependencies in README.md
Consumers of KMEA need to include Firebase and Crashlytics dependencies, but don't need to run the Google services. This simplifies these projects of not neeeding google-services.json.
Also added `-no-daemon` and `-debug` options to Samples and Test `build.sh` scripts so they can be run on CI servers.
While legacy stable kmapro releases have analytics on the Google Play Console, Google recommends [Firebase Crashlytics](https://firebase.google.com/docs/crash/) for crash reporting.
This requires a `google-services.json` file for gradle builds. A sanitized version intended for developers/Debug variant is checked into the repo, and is associated with an appliction ID `com.tavultesoft.kmapro.debug`. The one for `com.tavultesoft.kmapro` releaeses will go on the CI servers.
Breaking change: Consuming apps of KMEA will be responsible for including the Firebase dependencies. At the moment, only kmapro has been updated.
TBD: Registering KMSamples and the Test Harness with Firebase for their own `google.services.json` file.

A tchad keyboard has a diacritic rule that converts `=` (U_003D) into a combining macron (U_0304).
A longpress on `»` (U_00BB) was inadvertently triggering the diacritic rule, and outputting the macron.
The longpress code in KMEA and KMW needs to be refactored so they dont confuse key text (U_00BB is decimal 187) with underlying keyCodes (`=` is keyCode 187).
- fix KMW executePopupKey so key code is dictionary lookup instead of parsing the keyID.
- clean up JS call to executePopupKey since it only uses the keyID
