5f2caba964 fix(developer): compiler use and match behavior for Web should be same as Core 
Fixes #5440.

Currently, the behavior of `use()` and `match` for KeymanWeb compiled
keyboards is not identical to the Windows (or Core) behavior. The
example keyboard in #5440 generates 'foo' instead of 'abc' on web.

This fixes that by ensuring that `match` is not called when `use()` is
found in a group rule match.

bfdc3afb45 chore(common/core): refactor backspace handling 
Moves the responsibility for deletion of markers when the users presses
the backspace key, from `kmx_processor::process_event` to
`KMX_ProcessEvent::ProcessGroup`. This has no effect on usage of Keyman
Core, but:

1. Simplifies the association between context and action further
2. Ensures that `m_actions` and `state->actions` will always be the
   same length, making future refactoring of these simpler
3. Allows us to use the index into the m_actions array for Debug events,
   which simplifies the interleaving of these for the upcoming Debugger.

When the user presses backspace at start of context (where there may be
markers in the cached context, but no characters), the kmx processor
will delete any markers prior to insertion point before requesting that
the consumer emit the backspace virtual key back to the application, to
allow the application to handle backspace at start of text.

chore(linux): Remove Groovy and Impish builds 
- **Groovy** is EOL
- llso is not yet capable of processing **Impish** packages because
  of an too old version of reprepro (which currently can't be updated
  because of an tool old version of the OS). Therefore Jenkins builds
  for Impish fail, so this change removes Impish from Jenkins builds.
  We continue to build for Impish on Launchpad.

5d32a61a63 chore(windows): patches for Delphi 10.4 
Updates Keyman for Windows and Keyman Developer sources so that they
build under Delphi 10.4. No validation has been performed to ensure that
there are no other issues. The intent here is to get a baseline build
working.

Note also IMSample.vcxproj which has its WinSDK version updated for
VS2019.
