f9240d76a2 fix(developer): stack overflow when compiling non-web keyboard 
Fixes #7030.

Prevents a stack overflow / loop when the web target is removed from a
keyboard and it has already been tested on web, and the user presses the
Compile button.

45b25adecd chore(common): use standard VERSION and TIER 
build-utils.sh is responsible for filling these variables.

Note: getversion.sh and getversion.bat are still currently used by
meson. gettier is no longer used with these changes.

26881d603a chore(mac): update setup/build to include build-utils.sh 
shellHelperFunctions.sh currently needs build-utils.sh sourced first in
order to parse. As we are planning to merge these two scripts, I am okay
with this for now. But we need to make sure that prerequisite is met for
now.

I ran the following command to find scripts that referenced
shellHelperFunctions.sh but not build-utils.sh:

  grep -L build-utils.sh $(grep -lR shellHelperFunctions --include='*.sh' .)

The following files were found:

  ./mac/bashHelperFunctions.sh
  ./mac/setup/build.sh
  ./resources/build/history/history-utils.sh

* bashHelperFunctions.sh has only a comment reference, so it's okay.
* mac/setup/build.sh I have reworked to include build-utils.sh.
* history-utils.sh is used only by ios/tools/prepRelease.sh, and that
  script already includes build-utils.sh.

683d8b9e68 chore(common): build-utils.sh minor tweaks 
Fixing up a number of minor bits and pieces identified during demo:

* invalid action or :target would not be picked up if paired with a
  valid one (e.g.: build:foo should not have worked)
* colors defined in both shellHelperFunctions and build-utils were
  problematic; able to remove them from shellHelperFunctions because
  all references included both scripts
* builder_has_action and builder_report now allow both `action:target`
  and `action :target`
* keyman-version/build.sh did not have working test action...

79f3272774 fix(developer): rebuilding a model would not refresh it in server 
When rebuilding a model, Keyman Developer would query for the
registered model, but a missing simplifyId call meant that it never
matched the model name (due to `.` vs `_`).
