ebdb043ba7 fix(common): fail builds with low test coverage for all typescript projects 
This is probably my fault, when I consolidated the typescript test
scripts, I didn't spot the `--check-coverage=false` flag which meant
that although the coverage tests were run, the builds would not fail if
they were too low.

Fixes: #13417

80be1e9434 fix(windows): checkforupdates in keyman engine key 
The SRegValue_CheckForUpdates was written my utilkeymanoptions
to the Keyman Engine Key but read from Keyman Desktop Key.
This change moves it to only be read in Keyman Engine Key.
It also move the last update time to this Key for completness

The compiler and Core appear to be working correctly in this situation;
this test verifies Core's behaviour.

95f748888a fix(windows): sets options values in firstrun 
Previously it only set the startwithwindows, checkforupdats and
autmaticallyreportusage values in firstrun if the flag was true.
It was only true if the argument was passed to the install executable on
the command line. However, it is valid to treat its non existance on the
command line as false for these 3 values.

516a7181bf fix(common): improve resilience of build script trigger 
Was silently accepting failure in curl api.github.com call, causing a
subsequent failure when triggering the deb-packaging GHA. Instead,
handle failing subshell call to api.github.com by failing the script,
hopefully with some detail provided on the failure.

Fixes: #13401
