- updating the KMX+ spec with some changes.
 (vkey was dropped in #7135, remove it from the spec)

61330ba06d feat(core): new actions APIs 
Fixes #9720.

Note: this will deprecate a number of Keyman Core APIs -- pretty much
all existing action and context APIs. Deprecation marks will come in a
follow-up commit.

835e29363e fix(core): build: support -t parameter correctly 
Now allows any of the following. Quote marks are significant for
multiple tests with `-t`:

```bash
core/build.sh test:wasm --no-deps -- state-api debug-api
core/build.sh test:wasm --no-deps -- "state-api debug-api"
core/build.sh test:wasm --no-deps -t "state-api debug-api"
core/build.sh test:wasm --no-deps --test "state-api debug-api"
```

The `-t` / `--test` option takes a single string parameter which is
passed on to `meson test`, whereas the `--` "end of parameters" marker
allows arbitrary remaining parameters to be passed on to `meson test`.

a577bd2f53 feat(core): ldml normalization 🙀 
- more progress in the normalization pipeline. Trying to keep it from leaking.
- normalize output to NFC.
- normalize json test data to NFC (both context and expected).
- we do NOT try to normalize the 'embedded' strings currently.
- yet more test data fixes (turns out u+00e0 ≠ u+00e8)
