This PR cherrypicks #2378 to master
This fixes a few issues involving the Cloud Repository
1. Add some null checking to prevent crashes
2. This addresses an issue where a custom .kmp package is installed (which currently associates the first language listed in kmp.json). Trying to install additional languages listed in the kmp.json failed because the package ID info wasn't being propagated.

This fixes Crashlytics [issue](https://console.firebase.google.com/u/0/project/kmapro-ee779/crashlytics/app/android:com.tavultesoft.kmapro/issues/054f29f4c0601121ea1102c0eadf7cb6?time=last-seven-days&sessionId=5DDAD1AB0156000132ECCEAF30E92E2B_DNE_0_v2 )
by adding additional checks for when `getTextBeforeCursor()` returns null context. The length in determining `newContext` was also fixed to handle the test scenario involving 6 emojis (SMP chars) followed by `p̂p̂`

Due to a Chromium [bug](https://bugs.chromium.org/p/chromium/issues/detail?id=1024738 ) in the implementation of deleteSurroundingText, we need to save off the original context and re-insert characters that shouldn't have been deleted.

fix(android): Grant WRITE_EXTERNAL_STORAGE permission

On API level 19, the DownloadManager was throwing an exception because it needed WRITE_EXTERNAL_STORAGE permission to download the cloud catalog info.
