fix(linux): address compiling with ICU 76
...
Turns out that Keyman 18 already compiles with ICU 76, so the only thing
left to do is mark the Debian bug as being closed by this change.

fix(developer): Use 'desktop' for target in OSK fill temp keyboard

When the IDE fills the On Screen Keyboard on the basis of the .kmn
rules, it generates a temporary .kmn and builds it. When it does this,
it temporarily replaces the `&targets` system store with one that is
supposed to ensure that a .kmx is generated. However, previously, for
reasons long lost in history, the store was filled with the value
'windows native'.
'native' is not a valid target (this may be due to confusion with
`if(&platform)` where 'native' is permitted), and now the compiler
verifies `&targets` (as of #11918 ), so this broke the compile.
Now uses 'desktop' (which encompasses 'windows', 'macos', 'linux').
Fixes : #13256

refactor(linux): changes to get integration tests working

This change contains various changes and refactorings which together
allows the integration tests to pass again.
One of the important changs is `DbusTestHelper` which listens to a DBus
signal for a sentinel message and then simulates the sentinel key press.
Getting this to work also requires processing sd-bus messages which hooks
into the glib event loop and is implemented in `EventSource`.

refactor(linux): use OrderedOutputDeviceMock when running tests

When running tests we use the `OrderedOutputDeviceMock` class which sends a
dbus message for a sentinel key press instead of creating/using a real
"virtual" keyboard.
