This change makes the necessary adjustments so that the package build
works with the new `build.sh` script. We no longer can rely on the
automatisms of debhelper. This change also adds a install target
to `build.sh`, and copies some files from the Keyman root directory
to the desktop directory because when package building we only
have access to the files in common/core/desktop. Along the same lines
it removes embedding `build-utils.h` from `build.sh`. Instead we set
the version and tier locally.
Current ibus versions use /usr/libexec in compliance with FHS 3.0.
Since the ibus picks up the location from the xml file in
`/usr/share/ibus/component`, this also works for older versions of
ibus. The bug report also mentions a `<setup>` tag. However, this
doesn't apply for Keyman because we don't have nor need a setup app.

Building km-config now requires an additional step so that
generates `lang_tags_map.py`. During a package build this happens in
`reconf.sh`. This change updates the documentation, and also adds
this build step to the Makefile, so that the file gets generated
when building from the command line.

It turns out that the Debian package build system only considers
the first alternative; python3-raven isn't available on the current
Debian version, however we still need it on Ubuntu 18.04 Bionic where
python3-sentry-sdk is not available. This change swaps the
alternatives and so should work both on Debian as well as for
Bionic.
Don't re-set context if it changed because the cursor location was
wrong. When the user switches to the EuroLatin keyboard in the
middle of the line, we're getting a wrong cursor location. This will
be fixed with the next keypress, but it leads to the context string
suddenly having more characters added to the front. If we re-set the
context because it's different now we will loose the information we
previously added to the context.
We now compare the end of the string. If the new context string ends
with the old context string we assume that the cursor position got
updated and don't re-set the context.
This fixes#4678.
`buildtools/build-langtags.py` gets executed before creating the
source tarball, so we don't need it in the source package. Excluding
it reduces confusion because the files it requires are not found
in the source package.
