fix(linux): Improve robustness when installing ibus-keyman
...
If for whatever reason ibus wasn't running for the current user
the installation failed previously, leaving the user in a broken
state until he reboots and tries the installation again. This change
detects this situation and skips restarting ibus.

Fixes #3522 by injecting a meta viewport tag if the help document in WebViewFragment doesn't contain it.
This replaces the 200% zoom.

This splits the registration and installation of TIPs according to the
elevation context during the installation process, so that the current
user gets the correct configuration, regardless of who the elevated user
is.
