Update launchpad.sh so that `${tier}` corresponds to the ppa link:
`stable` --> ppa:keymanapp/keyman
others --> ppa:keymanapp/keyman-daily
ppa depends on the `${tier}`.

Addresses Linux for #1535
This puts the QR code at the bottom of the Keyboard package "About" page.
Also added some padding between package and keyboard details.

This change allows to calculate the version number once at the
beginning and then skip the calculation when we create the source
packages for the various packages. This allows to set the version
number in Jenkins early on.
