0770fe5bc4 fix(linux): Use TIER.md or environment var to set tier 
Determine tier from `TIER.md` or environment variable `${TIER}`.

Use sed to replace any previously set tier in the watch files.

If you attempt to import a blank OSK into the touch layout editor,
nothing happens, but behind the scenes the state was corrupted, meaning
when you attempt to continue work at some point the app will crash.

ad99c6c687 fix(mac): build installer from source 
The installer did not work on downlevel versions
of macOS as the compile in Script Editor produced
a 10.15-compatible version. Now we build the app
directly from source with osacompile and bundle
that instead.

7cf9b13856 change(android): Update app dependencies 
#2640 fixed the FirstVoices OEM app from crashing on Android 5.0 devices.

This applies the same fix (updating to `androidx.appcompat:appcompat:1.2.0-alpha02`) for all the other Android apps.

* Also fix up history.md entries
