Prevent files docs/help/basic/config/keep-in-touch.md and docs/help/context/configuration-keepintouch.md from being processed by removing them.

folder, and update references.
* Remove the `SKDefaultLanguageCode` string and hard code the default

This updates the supported operating systems to include
Windows 11 Arm64 in technical documents refered to as Windows on Arm and
short form WoA, but in marketing it is just refered to as Windows 11.
- add link to Linux
- reword some questions in the Windows main index
- explicitly mention Windows in `requirements.md` to make it clear that
this is for Windows only
- update `os.md` since Windows on Arm is no longer in preview
