Until now we accidentally included three files `linux/keyman_build_deps*` in the source package that get created during installing dependencies. This change deletes the files after installing the dependencies before we create the source package.
This fixes Lintian warnings and other comments from the Debian review of the package. It also removes unnecessary files from the source package.
Note: this PR uses `Expat` instead of `MIT` in the `debian/license` file since that is the term that Debian uses and that the Debian tools output. It doesn't really matter since the term serves only as a key in the `license` file that links the files to the full text of the license further down in the `license` file.

Preparation for epic/web-core, clarify which members of
`JSKeyboardProcessor` are private and which will need equivalent
implementations in `CoreKeyboardProcessor`.
Note: some of the publicly accessed members are not immediately obvious,
because they are accessed via interfaces declared in other modules (for
example `baseLayout` is referenced in `KeyboardState` type in
hardwareEventKeyboard.ts).
- restructure form loading a little bit, so that we remember the form object
- add a commented-out test that validates that offsets are actually produced

- add unit test that complains if no tests have offset(line) numbers, and whine if any don't. Also round trip tests the column number working as expected.

PR #13854 missed (at least) one place when renaming the variables from `TIER` to `KEYMAN_TIER`. This change fixes the release builds for Android.

This change moves the `build_is_ci_*` functions from `resources/build/build-utils-ci.inc.sh` → `resources/builder.inc.sh`.
It also adds documentation for them.
