a1a70f7b72 fix(ci): don't include build-utils.sh 
It depends on 14.0 alpha version infrastructure; we
shouldn't need it for triggering the test builds for
beta.

9c0e31c26b fix(common/core): buffer overrun in context api 
A static buffer for UTF-8 encoded characters used in debugging and test
logs did not provide enough space for SMP characters (require 6 bytes
rather than 4). This was used only for test cases and not in production
code -- outputting JSON text.

This should fix the failing keyboardprocessor test builds on Windows and
macOS.

fe5071ea54 fix(ci): refactor to build based on central config 
We have setup a single build configuration Keyman:Test that is triggered
when VCS changes are detected. This looks at the changes in the PR and
determines which projects need to be built. This is cleaner than the
current mess of configurations we have in TeamCity, because the
definitions are in just one place and far easier to maintain
consistently. This will also simplify all the pull request test
configurations because they won't need to be testing for safety or
other boilerplate as they will only ever be triggered by Keyma:Test
which has already run the safety tests.

The run-required-test-builds.sh script contains the logic; the data is
basically all in trigger-definitions.sh.

752fd9662a fix(ci): is-build-required failed on missing branch 
When the remote branch was deleted before the script ran, e.g. for
an automatically merged PR, this script would fail with error 128 from
git:

fatal: ambiguous argument 'origin/master...origin/auto/version-master-14.0.9':
unknown revision or path not in the working tree.

This handles error 128 as a signal to cancel the build rather than to
fail the build. It is possible that git would return error 128 for
other situations, but I cannot currently see any significant situations
where that would arise.

fix(linux): Fix packaging of keyman-config on Xenial 
Xenial doesn't provide python3-qrcode, and specifying the
alternative package in the control file doesn't work because the
build always uses the first specified alternative. This change
makes use of build profiles ([1]) to select the correct package.

a69372febf chore: update history 
The master builds ran on triggers rather than after
the increment, so need to manually update history to
bring it into sync. Shouldn't happen again.
