chore(common/core): Allow VS 2022 to be installed
...
We are not able to use VS 2022 yet because it doesn't provide
`vcvarsall.bat`, but this change at least allows to build with an older
VS version even if VS 2022 is installed.

Thanks @eli-schwartz for the suggestions (in #5797 )!
Unfortunately we currently still have to support meson 0.45
(because that's what ships with Ubuntu 18.04), so we can't
implement everything suggested.
Also, newer meson versions always assume utf-8, but until we
can assume at least version 0.60 of meson we'll have to
explicitly specify the encoding, otherwise at least some tests
will fail.

Fixes #5929 .
Fixes #6381 .
This fixes four separate issues with the longpress popups and key
previews:
1. The key preview was offset by a couple of pixels (unreported issue).
2. The background 'shim' did not cover the key caps, which caused them
to look startlingly white when the rest of the background greyed
down (#5929 ).
3. The popup menu was incorrectly wrapping to two rows due to sizing
model mismatches (#6381 ).
4. The popup menu would be realigned incorrectly for the in-app
keyboard, when moving it to keep it in the keyboard area (#5929 ).

fix(linux): Don't use restart option of exit()
...
Instead of trying to restart ibus by passing True to bus.exit()
we now exit ibus and then let verify_ibus_daemon() start it again.
Also added additional checks to verify that we're not running
multiple ibus-daemons at the start of km-config and before
restarting.
