This configures the proxy per Windows settings; we should be able to
remove the Proxy Configuration UI from Keyman and simplify in future
as well, but this at least gets us over the line for the bootstrap
installer.

refactor: move kmshell-specific xml to utilkmshell
...
This was causing a cascade of dependencies and I realised that
the xml in question would only ever be consumed by kmshell, so
moved the two functions to utilkmshell and avoided the cascade.

feat(windows): New Keyboard Search and Download
...
This replaces the legacy keyboard download dialog with the new search,
which supports searching rather than just scrolling. It also integrates
a keyboard download pattern which I will refactor into a separate unit
in the next PR, which should implement the Universal Link strategy.
