Details 
iOS history writing has been unstable, which has broken builds, e.g. due
to keywords being rejected in commit/PR messages. Thus, safer to never
automatically attempt to send release notes to App Store.

Normally would do this as part of a maintenance cycle, but pushing
forward due to experiencing issue right now on #16794.

`langProcessor.applySuggestion` can return `null` for various reasons. If it returns `null` we should consider this an invalid suggestion state and return `null` from `suggestionApplier`.

fix(web): fix crash applying suggestions 
`langProcessor.applySuggestion` can return `null` for various reasons.
If it returns `null` we should consider this an invalid suggestion state
and return `null` from `suggestionApplier`.

2e9f13a770 fix(resources): export KEYMAN_TIER so we get beta tagging on release build 
As it wasn't exported, Android beta build was falling back to 'alpha' as
KEYMAN_TIER was 'null' in gradle.
