497383c0a0 maint(common): add lint for unitTestEndpoints usage 
This is a stop-gap for v19. See #16767 for groundwork for v20. Enable
one rule, to verify `unitTestEndpoints` is not used except in unit
tests.

Follows: #16605

2e9f13a770 fix(resources): export KEYMAN_TIER so we get beta tagging on release build 
As it wasn't exported, Android beta build was falling back to 'alpha' as
KEYMAN_TIER was 'null' in gradle.

634f36d90f docs: remove repeated clean up instructions 
The majority of the Windows clean up said the same steps everytime. They
didn't really say anything really other than remove Keyman and
sometimes the 3rd-party app to do the test. I have added a general
comment to the start of all the tests to cover this.

Similar changes to developer.md and mac.md

The gestures.md had clean up that was actually the Keyman for Windows
Cleanup for tests these have been removed.

Note: android and ios and web possilby all need changes but they do
seem to vary more.
