Cherrypick of #2404 to master

Note: Keyman 12.0 uses `CloudRepository`  which is refactored in 13.0 to `CloudDataJsonUtil`. The unit test is adjusted accordingly.

4c6a69d32b fix(android): Investigate lm-layer compatibility issues 
This is a follow-on to #2358 to get Keyman keyboards to load for older Android devices (API 19-23).

* Update default nrc.en.mtnt.model to version 0.1.3 (SMP characters removed)
* Fix undefined console error

091ed93b24 fix(android): Fix length used in context before restoring characters 
This fixes a test scenario involving 6 emojis (SMP characters) and the p^p^ context.

A backspace was removing an entire p^ grapheme. This fixes the contents of `newContext` that is used to determine the character sequence to restore

197f47438d fix(android): Remove split surrogate pair from beginning of context 
In a scenario where the context is 8 smiley emojis followed by `p̂p̂`
A backspace was removing an entire `p̂` sequence.

Because the new context was crossing a surrogate pair.
