chore(linux): Update packaging GHA 
This enhances the packaging GHA to be able to verify the renamed
core library. Since the GHA packaging build always uses the action
definition from `master` this change has to land before we can
successfully build the PR that does the actual renaming of the core
library and Debian package. Later we can remove the references to
`libkmnkbp0-0` again.

Part of #9733.

This change updates gha-ubuntu-packaging to a version that creates
a non-empty changelog entry. This prevents a warning during
package build.

3a2540b077 feat(developer): remove kmcomp 
Removes kmcomp.dpr, related source, compilekeymanweb.pas, and related
unit tests.

Cleans up a couple of bits and pieces around kmc in order to help tests
to pass, and updates some tests that had legacy code in them
(particularly missing &TARGETS stores).

chore(linux): Properly treat test builds with packaging GHA 
Previously GHA builds always used the "local" environment. This
change now detects test builds as well as release builds and properly
sets the environment.

chore(linux): Remove Kinetic from GHA 
Don't build Ubuntu 22.10 Kinetic with packaging GHA.

Also prepare for Ubuntu 23.10 Mantic - we can't currently
build that because they are trying to get ibus 1.5.29-beta
to work on so there are often new packages. We wait until that
stabilized before we're providing a new patched ibus version
at which point we can enable building for mantic.

`deb_signing` only runs for release builds, so it doesn't make
sense that `set_status` (which only runs for non-release builds)
depends on it.

chore(linux): Improve deb-packaging GHA 
This change eliminates the need to checkout the Keyman source repo
on the self-hosted runner. The checkout previously timed out, and
the only reason we need it was the `apt-install` action. So now
we directly call `apt install` instead of using the action.
