Cirrus: Fix fedora-minimal mirroring 
Builds of this dockerfile fail on quay.io due to not being able to pull
the base image.  Use a fully-qualified FROM name to work around this.

This dockerfile exists so that the container image can be "mirrored" onto quay.io automatically, so automated testing can be more resilient.
