Cirrus: Reimplement release archive + upload 
The initial implementation was far more complicated than necessary.
Strip out the complexities in favor of a simpler and more direct
approach.

PODMAN logo

A container image for tracking automation metadata. Currently this is used to update last-used timestamps on VM images.

Example build (from repository root):

sudo podman build -t $IMAGE_NAME -f contrib/imgts/Dockerfile .
