Toshiki Sonoda 38d5319f16 e2e: reduce dependency on /tmp for e2e tests 
- Use filepath.Join(podmanTest.TempDir, "any") instead of "/tmp/any"

- Add generatePolicyFile() to avoid the hardcording of "keyPath": "tmp/key.gpg"
