machine: share virtiofs systemd unit generation 
Make GenerateSystemDFilesForVirtiofsMounts an agnostic function
and move the code from apple to pkg/machine/volume_systemd.go

MountVolumesToVM  is now a no-op matching the AppleHV and
LibKrun behaviour.
