podman farm build pushes each per-arch image to the registry by
appending `UnknownDigestSuffix` to the image specified using --tag. This
fails because a tag is not expected when UnknownDigestSuffix is used.
Parse the image reference and pass only the untagged image
reference when podman does this suffixed push to the registry.

Farm tests were skipped during the Cirrus-to-GHA migration. Re-enable
them by adding a run_farm() function in runner.sh which starts the
rootless podman socket that the farm node connection talks to, and by
adding farm to the small-tests matrix so that it runs rootless on
fedora-current. A path filter makes it trigger on test/farm/ or shared
system test helper changes.
Also stop test/farm/setup_suite.bash from assuming that the rootless
user's home directory is /home/$ROOTLESS_USER, which does not hold on
the CI VMs.

Fix the way we set skipTLSVerify on the client side
to ensure that the push stage in farm build takes into
account the configuration in the farm node's registries.conf
when the user hasn't set it on the client side.

Update farm build to directly push images to a registry
after all the builds are complete on all the nodes.
A manifest list is then created locally and pushed to
the registry as well.

Followup from #20050. Lots of tiny problems in tests, all of
them adding up to significant maintainability problems.
These tests are currently impossible to run in a dev environment,
and super-painful to set up in 1mt, so I've just done a few hours
of cleanup and am giving up for the week.
This is ready for merge, in the sense that it's much better than
what exists now, but it still needs boatloads more work.
