Add podman farm build command that sends out builds to
nodes defined in the farm, builds the images on the farm
nodes, and pulls them back to the local machine to create
a manifest list.

As requested in containers/podman/issues/20000, add a `privileged` field
to the containers table in containers.conf. I was hesitant to add such
a field at first (for security reasons) but I understand that such a
field can come in handy when using modules - certain workloads require a
privileged container.

Add --rdt-class=COS to the create and run command to enable the
assignment of a container to a Class of Service (COS). The COS
represents a part of the cache based on the Cache Allocation Technology
(CAT) feature that is part of Intel's Resource Director Technology
(Intel RDT) feature set. By assigning a container to a COS, all PID's of
the container have only access to the cache space defined for this COS.
The COS has to be pre-configured based on the resctrl kernel driver.
cat_l2 and cat_l3 flags in /proc/cpuinfo represent CAT support for cache
level 2 and 3 respectively.

As found while working on #20000, the `--env-host` flag should use the
default from containers.conf. Add a new "supported fields" test to the
system tests to make sure we have a goto test for catching such
regressions. I suspect more flags to not use the defaults from
containers.conf.

Support a new concept in containers.conf called "modules". A "module"
is a containers.conf file located at a specific directory. More than
one module can be loaded in the specified order, following existing
override semantics.
There are three directories to load modules from:
- $CONFIG_HOME/containers/containers.conf.modules
- /etc/containers/containers.conf.modules
- /usr/share/containers/containers.conf.modules
With CONFIG_HOME pointing to $HOME/.config or, if set, $XDG_CONFIG_HOME.
Absolute paths will be loaded as is, relative paths will be resolved
relative to the three directories above allowing for admin configs
(/etc/) to override system configs (/usr/share/) and user configs
($CONFIG_HOME) to override admin configs.
Pulls in containers/common/pull/1599.

Add a new "healthy" sdnotify policy that instructs Podman to send the
READY message once the container has turned healthy.

Support two new wait conditions, "healthy" and "unhealthy". This
further paves the way for integrating sdnotify with health checks which
is currently being tracked in #6160.

When we do path completion in images a user could try to complete a
simple relative path, e.g. podman run $IMAGE e... should complete to etc
if this path exists in the image. Right now we panic in this case as the
current check didn't account for an empty string in simplePathJoinUnix().
In such a case return the path directly because we can not alter what
the user typed on the cli and must return a path without slash as well
in order for the shell to suggest the completion.

Add --restart flag to pod create to allow users to set the
restart policy for the pod, which applies to all the containers
in the pod. This reuses the restart policy already there for
containers and has the same restart policy options.
Add "never" to the restart policy options to match k8s syntax.
It is a synonym for "no" and does the exact same thing where the
containers are not restarted once exited.
Only the containers that have exited will be restarted based on the
restart policy, running containers will not be restarted when an exited
container is restarted in the same pod (same as is done in k8s).

If you are running temporary containers within podman play kube
we should really be running these in read-only mode. For automotive
they plan on running all of their containers in read-only temporal
mode. Adding this option guarantees that the container image is not
being modified during the running of the container.
The containers can only write to tmpfs mounted directories.

The remote client should be allowed to specify if the container should
be run with the proxy env vars. It will still use the proxy vars from
the server process and not the client. This makes podman-remote more
consistent with the local version and easier to use in environments
where a proxy is required.

Startup healthchecks are similar to K8S startup probes, in that
they are a separate check from the regular healthcheck that runs
before it. If the startup healthcheck fails repeatedly, the
associated container is restarted.

Conceptually equivalent to networking by means of slirp4netns(1),
with a few practical differences:
- pasta(1) forks to background once networking is configured in the
namespace and quits on its own once the namespace is deleted:
file descriptor synchronisation and PID tracking are not needed
- port forwarding is configured via command line options at start-up,
instead of an API socket: this is taken care of right away as we're
about to start pasta
- there's no need for further selection of port forwarding modes:
pasta behaves similarly to containers-rootlessport for local binds
(splice() instead of read()/write() pairs, without L2-L4
translation), and keeps the original source address for non-local
connections like slirp4netns does
- IPv6 is not an experimental feature, and enabled by default. IPv6
port forwarding is supported
- by default, addresses and routes are copied from the host, that is,
container users will see the same IP address and routes as if they
were in the init namespace context. The interface name is also
sourced from the host upstream interface with the first default
route in the routing table. This is also configurable as documented
- sandboxing and seccomp(2) policies cannot be disabled
- only rootless mode is supported.
See https://passt.top for more details about pasta.
Also add a link to the maintained build of pasta(1) manual as valid
in the man page cross-reference checks: that's where the man page
for the latest build actually is -- it's not on Github and it doesn't
match any existing pattern, so add it explicitly.

Use `Default()` instead of re-loading containers.conf.
Also rework how the containers.conf objects are handled for parsing the
CLI. Previously, we were conflating "loading the defaults" with
"storing values from the CLI" with "libpod may further change fields"
which ultimately led to various bugs and test failues.
To address the issue, separate the defaults from the values from the CLI
and properly name the fields to make the semantics less ambiguous.
[NO NEW TESTS NEEDED] as it's not a functional change.
