Podman remote clients don't support loading images from directories,
this patch aims to make that clearer.
This patch also aims to make it clearer that podman-load can load from
URLs, directories and tar archives.
Drop incorrect claims that --input is required on remote clients
(stdin reading is supported) and avoid 'Linux only' wording since
podman has native FreeBSD support.

The four man pages cross-reference each other but never say how the two
workflows actually differ, which keeps confusing users. save/load work on
images and keep layers, history and tags; export/import work on a
container's filesystem, flattened into a single-layer tarball with no
history (import then builds a new image from it).
Add a short, matching note to each of the four pages pointing at the
complementary command. Kept to that distinction, nothing about pulling
from a registry.

On Mac and Windows systems the --latest option is not supported
this PR mentions this fact in the examples section of the man page.
Also added documentation and consistency to the man pages examples
sections.

Command flags (OPTIONS) in man pages have to date been in
haphazard order. Sometimes that order is sensible, e.g.,
most-important options first, but more often they're
just in arbitrary places. This makes life hard for users.
Here, I update the man-page-check Makefile script so it
checks and enforces alphabetical order in OPTIONS sections.
Then -- the hard part -- update all existing man pages to
conform to this requirement.

Support downloading files, for instance via
`podman load -i server.com/image.tar`. The specified URL is downloaded
in the frontend and stored as a temp file that gets passed down to the
backend.
Also vendor in c/common@main to use the new `pkg/download`.

Commit 800a2e2d35 introduced a way to disable the conversion of `--`into
an en dash on docs.podman.io, so the ugly workaround of escaping the
dashes is no longer necessary.

Escape the two dashes, otherwise they are combined into one long dash.
I tested that this change is safe and still renders correctly on github
and with the man pages.
This commit also contains a small change to make it build locally.
Assuming you have the dependencies installed you can do:
```
cd docs
make html
```
Preview the html files in docs/build/html with
`python -m http.server 8000 --directory build/html`.

Docker does not support this, and it is confusing what to do if
the image has more then one tag. We are dropping support for this
in podman 3.0

Change the docs markdown so that flag names will be h4 headers.
Sphinx will automatically add anchors to headers. Add css to
make sure the flag names are not to big compared to the text.
The man pages also still renders fine but it looks a bit different.

The remote client does not support loading directories yet. To prevent
confusing error messages and to make the behaviour more explicit, check
if the input points to a directory and throw an error if needed.

Some users have small /var/tmp directories and need to be able to specify a different location
for temporary files, which includes more space.
