a181b7bc61 System test fixes
- fix test name to reflect that it's not pasta-only
   (followup from #21563)

 - in one podman-update test run in OpenQA, defer assertion
failures so we can gather better data on regressions.
This would've been helpful in diagnosing bz2281805.

 - add an error-message check to one test that needed it
   (found by accident)

 - add distro-integration test tag to a handful of new tests,
so they run in OpenQA. Found via 'git diff 33891e8 test/system'
and scanning for '^\+@test '. I only added tests that IMO
have some risk of interacting poorly with kernel or systemd
   updates, e.g. quadlet, modules, tmpfs+noswap.

test/system: fix up many tests that do not cleanup
All tests should cleanup themselves and not leak stuff.

1ae05473c1 Debian: switch to crun
As agreed in Planning meeting of 2024-03-20, Podman 5.x will
drop support for cgroups v1 and for runc. Make it so.

482ef7bfcf Add support for updating restart policy
This is something Docker does, and we did not do until now. Most
difficult/annoying part was the REST API, where I did not really
want to modify the struct being sent, so I made the new restart
policy parameters query parameters instead.

Testing was also a bit annoying, because testing restart policy
always is.

e66413b51b CI: reenable tests that are working again
- #15074 ("subtree_control" flake). The flake is NOT FIXED, I
saw it six months ago on my (non-aarch64) laptop. However,
it looks like the frequent-flake-on-aarch64 bug is resolved.
I've been testing in #17831 and have not seen it. So,
tentatively remove the skip and see what happens.

- Closes: #19407 (broken tar, "duplicates of file paths")
All Fedoras now have a fixed tar. Debian DOES NOT, but
we're handling that in our build-ci-vm code. I.e., the
Debian VM we're using has a working tar even though there's
currently a broken tar out in the wild.

Added distro-integration tag so we can catch future problems
  like this in OpenQA.

- Closes: #19471 (brq / blkio / loopbackfs in rawhide)
Bug appears to be fixed in rawhide, at least in the VMs we're
  using now.

Added distro-integration tag because this test obviously
  relies on other system stuff.

3e744e52b5 System tests for podman-update
The e2e tests are incomplete, because they're just too hard
for any human to read/maintain. This defines tests in a
table, so they're easily reviewed and updated. This makes
it very easy to see which options are actually tested and
which are not, under root/rootless cgroups v1/v2.
