remove hack/get_ci_vm.sh
This was used in the old cirrus workflow we no longer use, the new hack/ci/ci.sh replaces its purpose and doe snot depend on an external cloud so all contributors can use it. Signed-off-by: Paul Holzinger <pholzing@redhat.com>
