Marc Durdin 6124372d6a fix(developer): handle out-of-range return values from GetExitCodeProcess 
Handle exit code values >= 2^31 from `GetExitCodeProcess` in
`TUtilExecute.console`, for example COM errors, which are DWORD values
with high bit set.
