On API level 19, the DownloadManager was throwing an exception because it needed WRITE_EXTERNAL_STORAGE permission to download the cloud catalog info. Reference: https://developer.android.com/reference/android/app/DownloadManager.Request#setDestinationUri(android.net.Uri)
