maint(common): remove history-utils.sh 
iOS history writing has been unstable, which has broken builds, e.g. due
to keywords being rejected in commit/PR messages. Thus, safer to never
automatically attempt to send release notes to App Store.

Normally would do this as part of a maintenance cycle, but pushing
forward due to experiencing issue right now on #16794.
