Marc Durdin 94a062f20a fix(developer): remove obsolete NRSIAllTags 
Relates to #799.

Removes NRSIAllTags, alltags.txt, parser and utility units.

Also re-enables standardsdata.dpr unit test which needed some syntax
cleanup.
