Eberhard Beilharz 0c6ea615b3 Merge pull request #13810 from keymanapp/maint/common/tcblocks ... This change adds support for TC blocks of service messages (https://www.jetbrains.com/help/teamcity/service-messages.html#Blocks+of+Service+Messages) and starts/ends a block in the `builder_start_action`/`builder_finish_action` functions.
