This updates the supported operating systems to include
Windows 11 Arm64 in technical documents refered to as Windows on Arm and
short form WoA, but in marketing it is just refered to as Windows 11.

feat(windows): no arm binaries on x64 machine
...
kmtiparm64x.dll was correctly not installed on x86-x64 machines
however keymanarm64.dll and keymanhp.arm64.exe were still being
installed. It will be cleaner if we don't install them.
