d4713dbae3 chore(common): test minimum-versions is up to date 
Rewrite of publish-minimum-versions.sh to add some baseline tests for
up-to-date status of minimum-versions.md, and adds first test against
source data, where we have it, with language-subtag-registry.

implementation to check for default values no longer works.

chore(linux): initialize variables with default values if not set 
This changes `convert_parameters_to_build_args` to set the variable to
the default values unless set already. Then we don't have to deal with
unset variables and setting default values when we use the variables.

ebdb043ba7 fix(common): fail builds with low test coverage for all typescript projects 
This is probably my fault, when I consolidated the typescript test
scripts, I didn't spot the `--check-coverage=false` flag which meant
that although the coverage tests were run, the builds would not fail if
they were too low.

516a7181bf fix(common): improve resilience of build script trigger 
Was silently accepting failure in curl api.github.com call, causing a
subsequent failure when triggering the deb-packaging GHA. Instead,
handle failing subshell call to api.github.com by failing the script,
hopefully with some detail provided on the failure.

chore(linux): docker-build: fix Linux docker image 
This change fixes two issues in the Linux docker image that showed up
when running tests:
- some directories had wrong permissions
- we have to build keyman-system-service in a docker-specific directory
  as well so that the location of the service executable can be found
  when running the tests in docker

We need to run `apt-get update` first before trying to install packages.
We did update the package index when we built the base image, but that
might have been some time ago so that the index is now outdated.

dad1df3194 fix(developer): ensure license parameter is required and add tests 
Some additional items arose from this:

* Adds a command-line-tests unit test which does some basic sanity tests
  on `kmc`.
* Cleans up some of the error reporting infrastructure in `kmc` to
  ensure that thrown errors are handled better.
* Removes redundant subshell from `builder_run_action`.
