fix(developer): remove obsolete NRSIAllTags
...
Relates to #799 .
Removes NRSIAllTags, alltags.txt, parser and utility units.
Also re-enables standardsdata.dpr unit test which needed some syntax
cleanup.

feat(windows): add langtags.json data
...
This will be used for future updates for language search
and installation and will eventually allow us to remove
ethnologue and alltags data (and some of bcp47 subtag)
