Eberhard Beilharz	973af61495	fix(linux): Fix libkeymancore-dev dependencies ... This change adds `libicu-dev` as a dependency for `libkeymancore-dev`. While it is possible to dynamically build without ICU it is required when doing a static build. However, Keyman currently doesn't work on s390x architecture because we don't support big-endian (#5111). This shows in test failures during package build (cf https://buildd.debian.org/status/fetch.php?pkg=keyman&arch=s390x&ver=16.0.138-4&stamp=1676139609&raw=0). Eberhard Beilharz	72bed06042	chore(linux): Exclude autopkg tests on s390x ... We don't build the binaries on s390x so it doesn't make sense trying to run the autopkg tests on s390x.
