eff292c6b3 chore(ci): increment version final 
This prepares a PR with updated history and version
for auto-merge. Any new PRs are merged into HISTORY.md
but existing entries are left untouched. Thus, we can
tweak wording in HISTORY.md at any time without the
effort of figuring out which PRs need to be present
manually.

Adds version tags and publishes them to
TeamCity as a starting point. We'll add them
progressively to project 'about' dialogs.

830c31eece fix: Fix commit-msg hook 
Make commit-msg hook executable. Also use bash - Ubuntu has `dash`
linked as `/bin/sh` which doesn't support some of the features we use
in the hook.

b35f263335 chore: Add Conventional commits Git message hook 
Adds support for conventional commit style validation of all commit
messages and makes configuration against all Keyman repos
straightforward with the configure-repo.sh script.
