c336a8052c fix(developer): publish @keymanapp/keyman-version to npm 
Fixes #7582.

Because of https://github.com/npm/cli/issues/3466, we must publish our
internal dependency @keymanapp/keyman-version. This change adds a common
builder function builder_publish_to_npm in build-utils-ci.inc.sh to help
with that task, which should be adopted by other scripts that need to
publish to npm, in the future.

For now, responsibility for publishing keyman-version is delegated to
kmlmc. In the future, we will move this to a single top-level build
action that publishes all npm modules across the entire repo for the
given version.

8ffba3f5d4 fix(developer): fixes for flicks, imports, specials 🙀 
With this change, fr-t-k0-azerty.xml and mt.xml can load without any
ERROR 300007: The source file has an invalid structure errors.

Other errs show up, but it is progress.

b4641efe69 feat(developer): generate .js from ldml .xml 
Compiles a LDML keyboard .xml down to a KeymanWeb .js file. Currently
only supports some metadata.

Next step is to generate touch layout data, then to embed the binary kmx
data.

78f4660557 feat(common): kvks writer for TypeScript 
Also splits attributes from sub-elements in kvks-file in order to make
round-trip writing more pleasant.

Adds new round-trip test for kvks writer.

Removes incorrect property keybitmap, adds missing property layout.

26e32a0124 refactor(developer): split file type management into package 
Splits file format reading, writing, and in-memory structures of .kmx,
.kvk, .kvks, .xml (ldml keyboard) into separate common module. Lots of
little fixups, sorry...

This will make it much easier for us to reuse these readers and writers
in future code.

a3129adedc refactor(common): rename builder_has_action and document 
* `builder_has_action` renamed to `builder_start_action`
* `builder_report` renamed to `builder_finish_action`
* `builder_has_action` created to be a silent test for the action
* Added reasonably comprehensive documentation.
