1554bbda1e fix(android): Update kmp.json in test package to en-US 
This updates the LexicalModelPackageProcessorTest to verify the language ID is lower-cased when processing kmp files.

* Create LexicalModelPackageProcessor to handle lexical model packages
* Cleanup PackagePrcessor so less utility methods unzip/parse
* Update FileUtils to handle .model.kmp extension
