fix(android): resolve linting errors

Alpha build is failing due to linting errors.
* Add `lint` to the build scripts so we'll catch the errors before release build
Fix the lint errors:
* Add super.onActivityResult()
* Fix TAG strings to be <= 23 characters
* Suppress `ResourceType` lint error (TODO to address when our SDK > 17)

Store default keyboard/dictionary installation as a preference
...
Per PR comment, use the one-time preference so user has the option to uninstall the default dictionary.
Also made a separate preference for the default keyboard.

Install nrc.en.mtnt.model.kmp as default dictionary

* Allow the kmp to be installed if the lexical model doesn't exist
* Modify PackageActivity to silently install kmp files without user confirmation on welcome.htm page
* Fix package ID extracted from `.model.kmp` files to not include `model`.
