Lintian v2.115 (which is run on Debian servers) still produces
pedantic warnings, but there seems to be a bug - no matter what
pattern I add to `lintian-overrides`, I can't get it to ignore
the files. The following version v2.116 has these rules built in,
so we don't need `lintian-overrides` anymore.

This fixes the build on Jenkins and TC that got broken by
including the wildcard in the quoted string (which causes it to
be interpreted literally), introduced in #8102.
This change removes the unused JENKINS environment variable
from `reconf.sh`. The code got refactored some time ago to use
the common scripts to retrieve the version. That made the JENKINS
variable obsolete.
When install the keyman-build-deps_*.deb file it can happen that
we end up with a lower version number than what we previously
built. This change allows downgrades so that the build dependencies
can be installed.

- remove package build support for legacy projects
- install dependencies from `debian/control` file instead of
maintaining a separate list
This change also slightly modifies `echo_heading` and outputs a
mark. This will show to the left of the line as well as in the
scroll bar in a terminal in VSCode [[1]] and will help to find the
headings if you have a lot of output in between.

Moves folders under common/core/web to common/web:
* input-processor -> common/web/input-processor
* keyboard-processor -> common/web/keyboard-processor
* tools/recorder -> common/web/recorder
* tools/sentry-manager -> common/web/sentry-manager
* utils -> common/web/utils
Updates scripts and configuration to point to new folders.
On local builds we shouldn't upload errors to Sentry. The
`build-utils.sh` script sets the `UPLOAD_SENTRY` environment variable
for that purpose. Also, Sentry doesn't like having an empty string
as pkgversion (which should no longer happen with the rest of this
change, but...)

- llso is not yet capable of processing **Impish** packages because
of an too old version of reprepro (which currently can't be updated
because of an tool old version of the OS). Therefore Jenkins builds
for Impish fail, so this change removes Impish from Jenkins builds.
We continue to build for Impish on Launchpad.
For auto-generating help files we need `buildtools`, so we can't
exclude it from source package. Also, we now include our version
of `help2man`, so we no longer need it as a build dependency,
but instead directly depend on `perl`.
This change makes the necessary adjustments so that the package build
works with the new `build.sh` script. We no longer can rely on the
automatisms of debhelper. This change also adds a install target
to `build.sh`, and copies some files from the Keyman root directory
to the desktop directory because when package building we only
have access to the files in common/core/desktop. Along the same lines
it removes embedding `build-utils.h` from `build.sh`. Instead we set
the version and tier locally.
