d9302f8cba fix(android/browser): Improve how browser handles input 
* Don't log `MalformedURLExceptions` since it may be a query
* URLEncode the string if it seems to be a URL
* Set `android:usesCleartextTraffic="true"` which allows http:// traffic (API 23+)

c4178b1d26 fix(android/app): Only copy asset .kmp file if it doesn't exist 
Fixes #3521

Update `KMManager.copyAssets` so asset kmp files only get copied if they don't exist. This avoids unzipping the packages on every startup.

35fef54865 fix(android/app): Download associated dictionary after keyboard install 
Currently, the check for downloading an associated dictionary only happens if a keyboard search from keyman.com includes a language tag. (e.g. `l🆔str-latn`)

This moves the check to occur after a keyboard package is installed (and the specific languages chosen via the stepper).
